The only reason I don't think the disconnect after the meter is fused where it would turn into a feeder is because I don't see any raceways coming out of it for the grounding and bonding to take place.
This seems to be a disconnect ahead of the meter for the power company's use that may or may not be sealed by them , and, a customer side
disconnect for the service conductors for an outside emergency disconnect.
If the utility power is coming in from the bottom that is.
