Electrical Space above a cabinet

We have an Outdoor motor starter panel that houses all controls and starters for two 480V/3ph motors and twelve 480V/3ph motorized valves.

The panel is 7FT tall
The best place to this panel is on a wall that has a 6" Air Header Pipe mounted 9FT above the floor.
Directly above the pipe is steel grating for a walkway.

110-26.1.(3)(e) says this is okay for height and headroom.
110-26.1.(3)(f)(1) does not apply, because it is not inside.
110-26.1.(3)(f)(2) refers back to work space and we are okay there.

Asking for confirmation and to see if I need to look in another section?

I looked at 110.26(f)(2) and it sends you back to 110.26A. Where 110.26A (3) refers you to 110.26E. I think that all of those articles pretty much covers it all. The only difference would be if it was in a classified location. But in reading your post that is one big panel. I have put a few of those in myself and I could actually stand inside of it.
