Electrical space requirement in substation

Greetings all,

Can anyone share space requirement when building substation and and fire detection requirements, voltage that will be in substation are 13.8KV, 480V and 4160V.

I think it is covered by utility company specs and not the NEC.

Is this application under the scope of the NEC or is it a utility installation?
If NEC, 110.16 is where you start, and then to part III of article 110. Best if you read for yourself.
Fire detection is per a different NFPA document, the NEC covers the wiring, not the placement or whats required.

There are many substations that are under the scope of the NEC, example the substation may be primary metered and the service point is on the utility HV side.
