Rough-in is the more common term. It's a phase of the job before the walls and ceilings are closed in.
 
I would... to me "rough in" is having all EMT, wire, and anything else in place, but not yet started on the device terminations.
 
Would you consider pulling wire through branch EMT part of rough in?
Sometimes the wire is pulled later, but if it is, you need to add at least 50% to your wire pulling time. Not being able to walk through the walls or to see the conduit routing adds additional labor hours.
