I have come across Flicker, and Torque ( Electrical ) During designing of electrical sub station ( For Steel Plant ).
Up to my Knowledge Torque is For Motors like starting torque, running torque.
is torque parameter required while designing Sub Station of 220 KV / 33 KV or likevise main sub station for steel plant

Starting torque requires starting current. If your starting current is not a significant load on your main substation it does not need to be considered.
 
Just depends on the size of the motors your talking about.

As an example, if your going to try and start a 22,000 Hp induced draft fan, without any reduced voltage starter, you can bet the starting torque needs to be investigated by doing a dynamic motor starting analysis.
