In our area, almost all the residential electricians (the ones wiring track homes) speak english as a second language. I would bet almost none of them are licensed (though the residential guys never had licenses, from the days I did residential work in thte early 70's).

To me (JUST MY OPINION) wiring track homes becomes assembly line work and is fairly simple to learn. What really takes a skill is residential service work and following all those unlicensed electricians correcting the problems they create.

I have always liked to get an apprentice or electrician that started in track homes got bored, and then did residential service, these guys can trouble shoot just about anything.
