Electrode grounding conductor

The grounding conductor for a 1Phase 400A panel was accidentally ran to an abodoned water main. Retofited with county water and RPZ in a new location.

Question:
Since the gounding electrode conductor is going to be the same size, can a splice be made in-route to the new water main. ( i'm trying to avoid going into a live 240V 400Amp switch) ?????????????????
 
If your jurisdiction has adopted the 2005 NEC or by permission of the AHJ you could also install a busbar to make the connections as this is now also considered suitable for GEC connections.
