Customer has a fixture 2xf96t12ho on a gfci breaker if I install a electronic ballast it trips any ideas why?And Any ideas where I can buy an old magnetic ballast?

The ballast may have some sort of filtering that goes between line and ground instead of neutral. Some ballasts expect capacitive current to flow between the arc and the luminaire shell during starting. That may be contributing to the problem too.
Or the GFCI may be defective.
You could try (carefully) lifting the EGC at the luminaire to see whether the GFCI holds, and then measure the current between luminaire shell and EGC after the lamp has started. If it holds at that point, the GFCI may not have good enough filtering against spikes and harmonics.

We had one that would trip any Leviton GFCI receptacle we tried. Changed to a Cooper and it worked fine.
