electrostatic painting act as a conductive part

Does the electrostatic painting used for distribution panel enclosure act as a conductive or insulated part.
 
The paint used for electric equipment is non-conductive or at best a poor conductor. The paint must be removed if you have to bond something to the enclosure.
 
I agree with Bob. See 250.12 of the NEC. On a similar note, one manufacturer of MC AP cable claims the paint used on metal clading is conductive and does not inhibit the bonding connection between the cable and connector.
