Elevator pit separate circuits

We are back to this again with a new twist. We have 1 elevator Hostway/shaft and pit with 2 elevators side by side in it. Installed are 2 circuits 1 for lighting and one for the receptacles. This is installation is done per the engineers drawings. Today the state elevator inspector inspected and is requiring 2 circuits for lighting and 2 for receptacles, separated under each elevator that are in 1 common hoistway & pit. He is the AHJ so what can you do. The way I read the code is there are 2 circuits for the hoistway and the hoistway is the entire enclosed rated structure that houses the 2 elevators. The same issue is present at the top of the hoistway as in the pit.
Any thoughts?

Unless his elevator inspectors are different than my state, they have too much power to just ask for a code. They are notorious for making up and changing rules, and on occasion it is fun to see them and a Fire Marshal go at it!

Is that from reading Article 620 in the NEC, or from reading the elevator safety code, ASME A17.1?
