EM Fixtures Question

I have a set of drawings for a typical office building. There are two notes, dealing with emergency power, one of which I don't entirely understand.
The first is "Emergency fixtures shall have their ballast connected to unswitched circuit".
This sounds fine and makes sense. The second note says:
"Area with fixtures that cannot be equipped with emergency ballasts shall utilize 'EM' fixtures."
The fixture schedule does not list a type "EM". There are fixtures in the schedule that specify "emergency ballast". I am assuming they mean battery backup.
There is a generator on the project, but it does not provide power to the lights at all. What is it that the note is trying to say?

I guess what doesn't make sense to me is why there would be an "Area with fixtures that cannot be equipped with emergency ballasts".

An emergency ballast does not replace an existing ballast it is in addition to it.

Because of that not all fixture types have room for another ballast.
