Article 700.9 states the em wiring and normal wiring shall be kept entirely separate, but then 701.10 states legally required stand by is permitted to be occupy the same race way as normal power. Does this seem redundant to anyone?

Article 700 is for emergency systems, whereas 701 is for legally require standby power. They are separate issues.
