Emergency and Exit Lighting

I have been asked to install 6 emergency and 6 exit lights in a building. The building has 14 exterior doors, numerous hallways, stairwells, and corridors. (It is an aircraft hangar) By my count there should be 30 each emergency and exit lights. There are no emergency or exits lights at this time. This is on a Army post. There is no "real" inspectors on this installation. What is my liability by only installing 6 of each?

In my opinion, if you signed a contract with the owner, you are only liable for the lights you installed. You did not design the installation and you do not own the building.
