If There was a building with 4 wings with a lighting contactor with a 120 volt coil controlling a 3 phase 480/277 lighting load for the general lights in the hallways throughout the wings. Only two phases enter a hallway. Switches at all hallways.

What voltage rating shall I order for the EBU's?
What circuit(s) do I have to tie too?

You need to comply with 700.12(E) which states in part.

The branch circuit feeding the unit equipment shall be the same branch circuit as that serving the normal lighting in the area and connected ahead of any local switches. The branch circuit that feeds unit equipment shall be clearly identified at the distribution panel. Emergency luminaires (illumination fixtures) that obtain power from a unit equipment and are not part of the unit equipment shall be wired to the unit equipment as required by 700.9 and by one of the wiring methods of Chapter 3.
There is also an exception for open areas with multiple circuits.

volt101 brings up a good point however IMO the code requires the EBUs to be connected to the lighting circuit not the control circuit.

That is what I am getting to.
Don't like it...
How about the exception of three circuits, what if they are on the same phase...
Don't like it either.

When I said same circuit,I thought it would be understood that it would be a full time hot.
