Does any one know which article of the code states that for emergency circuits there should be a breakeer lock at the panel?

I believe you looking for the exception at the end of rule 702.6. This is a new item in the 2005 code.

700.20 might also apply, if the panelboard is in a public area, and the front cover doesn't lock.

Are you refering to bonafide emergency circuits as per Art 700? or are you talking about possibly Art 701/702?
