Emergency disconnect question

I am upgrading my panel to a 200amp service. When the utility company pulled my meter I discovered that my meter base was damaged. My question is do I have to install an emergency disconnect outside per Washington state code. I understand new construction requires a disconnect. My other question is if I have to put an emergency disconnect on the outside of my house does that mean the panel I have now with a 200 amp disconnect needs to be changed out with a panel that does not have a disconnect ? I do understand the bonding and grounding would have to be diffrent
 
This is a question that requires an electrician who understands how WA applies this area of the NEC, what products are available, POCO requirements and installation details, and per forum rules we can not assist a DIYer.
