Not according to many things I have read and at least one electrical Engineer that I have talked to and my sense.

Informational Note: Legally required standby systems are
typically installed to serve loads, such as heating and refrigeration
systems, communications systems, ventilation
and smoke removal systems, sewage disposal, lighting systems,
and industrial processes, that, when stopped during
any interruption of the normal electrical supply, could create
hazards or hamper rescue or fire-fighting operations.

I think it is up for debate but what I see being done in my area is smoke exhaust / pressurization systems on with the emergency supply.

I think, like many other things, it would be more of an AHJ call than a debate unless you mean a debate among AHJ's:D. It is acceptable in my area as well. It would be a better argument than say a fire alarm panel that already has a required 24/5 battery system, but that has traditionally been allowed on the emergency system.

Here is another one

subject to occupancy by large numbers of persons, such as
hotels, theaters, sports arenas, health care facilities, and
similar institutions. Emergency systems may also provide
power for such functions as ventilation where essential to
maintain life
, fire detection and alarm systems, elevators,
fire pumps, public safety communications systems, industrial
processes where current interruption would produce
serious life safety or health hazards, and similar functions.

What AHJ is going to say smoke exhaust is not ventilation essential to maintain life?
