Emergency Generator for whole building

If a generator is provided for the whole building does the egress lighting need to be on a seperate transfer switch? Building is general business occupancy. I feel a seperate system needs to be provide per NEC 700.

Is the emergency egress lighting being provided by the typical battery back up units? If so, they do not need to be on a separate transfer switch, because the circuits up to the battery backup is not part of the emergency system. If there is no battery backup, then I agree, a separate transfer switch is required.
 
How large is this generator? Backing up an entire building with one generator is not the norm today. Also as has been mentioned, is there unit emergency lighting, and if so is this the only portion of the building wiring system that is actually "emergency wiring"?

Your Building department can tell you if an emergency system has been mandated.
