emergency battery packs, installed in the bathroom
we usually put one in each,
architect asked if it is required
i said no, and have looked in nec and international building code of new jersey
and still say no
am i correct

sometimes they are required by local code amendments

Not relevant in NJ.

Regarding the issue at hand; consider the wording of 1006.1: "The means of egress, including the exit discharge, shall be illiuminated at all times the building space served by the means of egress is occupied." If you can't see to make your way out of the bathroom, your space doesn't comply.
