I would argue that it doesn't have the guts of a panelboard because on this one no breaker can be installed in it without first installing the relevant breaker kit. It's just a box with bussbars that can not directly accept a breaker.

I’d argue that people willing violate the NEC everyday so put the file cabinet in front of the panel you won’t be the first or last
