So the bond bushing can BE the lock nut?

Check instructions for the bonding bushing. Most the heavy duty looking ones are intended to also be the locknut.

When inserting an EMT fitting into a fiberglass box, I could care less how tightly it is secured to the box, unless rain- tightness is also necessary. Bonding is more important IMO and no matter how tight you may get the locknut, it just isn't going to electrically bond to the figberglass box.
