In an industrial factory, is it permissible to run EMT on the ceiling? Spikes and screws protrude from work done to the roof and from items attached to the roof. I am thinking EMT is not permitted in this situation, is this correct?

Is it the bottom side of the roof, or is it a ceiling?

Article 300.4(B)(2)(E) A cable, raceway, or box installed in exposed or concealed locations under metal-corrugated sheet roof decking shall be installed and supported so there is not less than 38 mm(1 1/2 in) measured from the lowest surface of the roof decking to the top of the cable, raceway, or box.
As long as you're not in a hazardous area, you should be OK.

Pretty sure that is just 300.4(E).

Thanks everyone, I found art. 300.4 (E) after I posted my first thread. New to this forum thing. Please bear with my ignorance at this point.
That section has not been around all that long - maybe first added in 2008 or 2011? Is possible you may have older install that has EMT run in the now restricted area.
