Is there any place in the code that says you cannot cut-out the bottom of a floor mounted PLC cabinet, Hoffman type, to accomidate the conduits? All of the conduit stub ups have grounding bushings and a gasket has been installed between the enclosure and the concrete to seal the opening. It is also installed in an air conditioned electric room. Basic 120volt PLC with 24volt inputs and outputs.
This is a common practice for this type of installation when you have 30 or 40 conduits entering the bottom of these enclosures, and it is also on a housekeeping pad.
The local inspector is requesting reference from the code saying this is legal.
