The OP said it was a gutter. It's not a wireway unless it is listed as a wireway.
Gutters as covered by Article 366 are very rare. Most everything that is called a gutter in the field is a wireway covered by Article 376.

If the item is connected to the equipment via raceways it is an Article 376 Wireway, and not an Article 366 Auxiliary Gutter.

Back to the original question. The OP said meter stack. Since it is meters dont the power company clearance/access rules come into play? Id check the local poco rulebook to see what they require. They usually have decent drawings online concerning different equipment install scenarios.

Yup, that was my point. The term gutter is quite often misused when the raceway is actually a wireway.
