Energized work deals mainly (or entirely) with exposure to voltages through accidental contact.
If there is no voltage exposure (not opening enclosure, etc.) then I would not see that an energized work permit would apply.
However the arc flash risk (but not magnitude!), even with the doors closed, would be greater than if the devices had been properly maintained. Given that, a higher level of PPE may be justified. If the likely energy level goes beyond 40, then the interaction simply cannot be done with the devices energized, hot work permit or not.
