engineer right or wrong

I looked at a set of engineered drawings of a single occupancy building.The drawings showed MDP feeding a 225a MLO panel w/ 4/0 cu (double lugs) then fed off other side of double lug w/ #3cu feeding another 225a MLO panel within 25 ft of each other. (Calculated load on second 225a was around 80a) Is this a code violation as drawn? Would feed from first panel to second 225a be considered a tap and feeds terminate on breaker instead of MLO?
 
Back to the title of this one...engineer's are always right!!! It just depends on how you interpret the codes...
 
I started to answer "wrong" without reading the post. I like the odds :D
