With the new Engage cable, is the bare #6 EGC (runs from racking to ground rod) bonded to the green #12 Engage wire in the J-box, and then run with the GEC to the service panel?. If so, would a Polaris type connector be adequate for this purpose?

The bare #6 is a direct current grounding electrode conductor (GEC.) The #12 in the Engage cable is an AC equipment grounding conductor. Normally one would combine them into one as allowed in 690.47(C)(3). However that conductor must be continuous or irreversibly spliced so a Polaris type connector is not acceptable. It must also be bonded to each end of the conduit as specified in 250.64 (E).

I suppose it would be acceptable to bond the #12 to the GEC with a reversible connection like a split bolt or a lugged tap connector, but you will need the equipment to irreversibly splice the GEC and one usually just uses that.
