THE CODE SAYS THAT ELLECTRICAL NON METTALLIC TUBING CAN NOT BE INSTALLED IN DIRECT EARTH BURIAL. BUT CAN IT BE INSTALLED IN A GRAVEL BASE UNDER A SLAB?

In my opinion no, ENT is not to be buried.
You can install it in the slab but not under it.
