No evidence of any injury means that safety was pushed aside? Seems that good sense, rather than a lack of regard for safety, won the day.

Everyone is entitled to there opinion and my opinion is that the TIA was driven by cost to the consumer and not the safety of the consumer. The change from the grid style requirement in the 2005 NEC to the single #8 conductor ring in 2008 was also driven by the cost of the safety measure.

Panel 17 removed this safety measure and it was driven by pressure from the Association of Pool & Spa Professionals to save money for the consumer... jmo
