We have been using chemical anchors for more than this amount of time , in an industrial environment. Have never had one fail yet. Have seen forklifts hit poles and rip them off of their bases. The studs were still through their holes with balls of concrete on them. Looked like big concrete lolipops.
Anchor did not fail, concrete did.
 
I have done it many times with shorter poles (10/12 foot) but 24' seems like a stretch. That's a lot of leverage.

Try this.

Use a roto hammer and chisel out a couple inches of concrete around the existing bolts. The threads should be good there. Cut them square and use rod couplings.
