Equipment Ground Conductor for Fiberglass enclosure

I'm working on a project in which I am supplying 120VAC to a piece of industrial equipment with the following criteria:

1. Supplying 120VAC, 10A to be connected inside a fiberglass enclosure (for controls)
2. Supplying an isolated ground conductor to the metal back-panel inside the enclosure
3. The fiberglass panel is mounted on the equipment in a wet environment
4. The equipment sits on a concrete pad and has a metal frame, parts, etc.

My question:
Do I still need to provide an equipment grounding conductor per NEC 250.110 and 250.112 and bond it to the equipment metal frame?
 
Well my code book is out in the truck so I can't read the exact wording of 250.110 and 250.112. If it were me I would connect to the pack panel and then bond from panel to equipment.
 
I would think if the one piece were intentionally isolated and called for an isolated ground, I'd install a plain ol' EGC for the rest of the frame.
