So I have heat pump MCA 17.2A and MOCP of 25A.

Phase and neutral provided is sized per MCA #12 AWG.

Breaker provided is sized 25A per MOCP.

Question minimum equipment grounding conductor size should it be #12 AWG or #10 AWG?

Do you happen to look at a Code book ?

250.122 Size of Equipment Grounding Conductors.
(A) General. Copper, aluminum, or copper-clad aluminum equipment grounding conductors of the wire type shall not be smaller than shown in Table 250.122,
but in no case shall they be required to be larger than the circuit conductors supplying the equipment

Even there they are not larger than the "circuit conductor", but they maybe larger than the ungrounded conductor in the individual raceways of the parallel system.
I agree, the ungrounded conductor size would be the sum of the conductors in parallel.
