Can the 3 ft perimeter surface bond be welded wire? And also if it is rebar is there a limitation on how small or big the grid needs to be?
 
680.26 is somewhat specific........maybe more so in the 08', however I would call your AHJ, there has been so much change and discussion you could have different requirements.
 
From the 08 handbook I see that wwf will suffice. However, I am still puzzled as to any specs on the rebar layout. Any suggestions?
