ESP ?

This maybe a stupid question but i am going to ask it anyway.
Can a company just use the 70e policy as its ESP ? Do they have to contruct one of there own ?

I am not sure that 70E is complete enough to be a total ESP, but they can certainly adopt it as part of their ESP.
