You'd have to sort that out for yourself. Home run wire savings vs. cost of subfeed cable and required disconnect. Might not even have the real estate upstairs for a panel. I have a mental image of an apartment building being converted to condo.

If they're going to be sold individually, no place to mount one anyhow, even if you wanted to. I have done an "owner meter" for the sign entering a development before, however.
