Currently bidding fuel project where the drawnings call out estop on exterior of building but doesnt call out estop for attendant inside store.... my question on a thing like this.. if we dont install the estop on inside would this be GC problem or EC problem for inspection? GCs always tnink contractors make up items to get a change order approved. Im just trying to ensure we get a final at the end of project.
 
Assuming that this is an Article 514 instillation, it would be my opinion that an outside emergency stop would comply with 514.11, for either an attended or unattended fueling station, as I read "attended" to mean the station employee pumps the gas for you.

That is an interesting reading of the word "attended".

Yeah, I’ve always interpreted that to be one with a human on the premises, regardless of whether they actually pump the gas, as opposed to a fully automated fueling station that has no person there at all. Those “card lock” fueling stations are I think only available to fleet operators because they would not meet ADA accommodation requirements. But I have a hydrogen fueling station near my office that was put in by Toyota for their “Mirai” hydrogen powered cars. It is fully automated, no human at the site. I wonder how they get away with that?

there is an unattended gas station not far from here. I have not used it in a long while but, it does not seem to me that there would be any impediments to a disabled person using the pumps. Most gas pumps have an extra set of buttons that are lower to make it easier for a person in a wheel chair to use them. What else would you need?

The ADA rules are that people with disabled placards can ask for an attendant to pump the gas for them, even if that person is not otherwise expected to do that (i.e. a cashier). They can post specific times when it is available (i.e. it does not need to be 24/7) but if nobody is there, the station would not be in compliance.

Service stations don't have to pump gas for people with placards if there is only one (or none) employees. From ADA:
"A service station or convenience store is not required to provide such service at any time that it is operating on a remote control basis with a single employee, but is encouraged to do so, if feasible."
 
This is what IL law says.

Public Act 095-0193

(1) provide refueling assistance upon the request of an
individual with a disability; (A gasoline station or
service station is not required to provide such service at
any time that it is operating on a remote control basis
with a single employee, but is encouraged to do so, if
feasible.)
