European appliance voltage compatabilty?

I have a commercial client that has purchase a German vacuum sealing appliance for commercial packaging. I am not familiar with the European electrical systems.
Just trying to figure out if both prongs of this cord use 120v or if one prong could be a neutral. Is the 220v line to line or line to neutral? I have 208v at the site so I am wondering if I can just change the cord on the appliance or if I need to do something different. I don't have access to the appliance yet, otherwise I would open it up to look at the actual internal connections. I haven't had much luck searching online. Some people say European 220v will work fine on American 240v and others say a converter is needed. Edison1.jpgEdison2.jpg

Don't forget 50 Hz, but a thermal seal product likely has nothing frequency or timing critical in it. Any ac motor will run faster by 6/5.

98% sure it will work on 240V 60Hz with just a 240 Vac plug replacement, line to line for the round pins.
