I have 40A 240V single phase feeder from building feeding EV charger in parking lot.

So I do have outside feeder. There is also concrete pole for the one EV charger.

There is one breaker lockable in the building feeding the EV charger. Question would NEC 2017 Article 225.32 require additional disconnect at the EV charger?

If there is no breaker downstream of the breaker referenced above, you have an outdoor branch circuit, not a feeder.

As to your 225.32 question, that depends on when the EVSE is a structure or not. The Article 100 definition of structure exempts "equipment". So if the EVSE is say an all in one unit with a pedestal that just gets installed in the ground, I'd say it's all equipment, there is no structure, and 225.32 does not apply.
