exercising breakers

how would you go about exercising breakers over 400a up to 3000amp without having to shut down power to a building. any cheap by pass solution? :D

I would recommend that you contract this out to a professional testing company rather than try to do it yourself.

Additional information can be found in a sister standard to the National Electrical Code: NFPA Standard 70B. Although the exact title name eludes me, I believe that it is "Recommended Practice for Electrical Equipment Maintenance." This standard discusses proper testing methods of circuit breakers as well as the recommended periodicity.
