I think the comment was not about the electrical code, but getting approval on the structural side to chip out the blocks for the electrical boxes.

I didn't know you could randomly chop up block walls without structural engineer approval.

We used to bust out the block all the time. Often we would bust a hole at the top also and fish it down the wall but I agree with other. The minimum they need is 1 5/8" for a 4" sq. box. This may be more agreeable to the architect than 3 1/2" lose

Not sure what the prescriptive block code in the IRC says, but I bet it's common practice in, say, Florida.

have never seen that questioned on any job...cutting boxes in block walls is a common practice.

You run the wiring method vertically on the block at least 1.25" away from the furring strips, and chip the block out to get enough depth for the box.

That's what we would do.
