Where is the verbage in the NEC which permits minor renovations to buildings or areas without requiring that the entire building or area be brought up to code?

The requirements for hom much of a renovation can be done without bringing the entire building up to code would be a local code issue and not addressed in the NEC.

Rule 3. Additions or modifications to an existing installation shall be made in accordance with this Code without bringing the remaining part of the installation into compliance. The installation shall not create a violation of this Code, nor shall it increase the magnitude of an existing violation.

Usually the building code for your state will have an appendix or a chapter dealing with existing buildings and renovations, repairs, etc.
