Existing High-rise Level 2 Renovation - Elevator Standby Power Req's

Hello all, I have a project in MA that I am working on - it's a 8 story high-rise existing building, with existing elevators which are used as freight elevators for this storage project. Our scope is roughly 50% on the 1st, 2nd and 4th floors. I'm trying to find explicitly within NFPA/780 CMR whether these existing elevators now need to be backed up by generator power, despite the elevators' normal power being an existing to remain condition.

I keep circling back to the IEBC chapter 8 which states very vaguely that because it is not a Level 3 renovation, standby power does not need to be provided to the elevators (essentially).

These elevators are also not considered an accessible means of egress. If someone could point me in the right direction that would be much appreciated
