Existing Marina Pedestals

If and existing marina has power pedestals that were not required to have GFI or EPD breakers installed and they decide to update the breakers to include ground fault protection does that require the distribution breakers be upgraded as well? I believe NEC 2017 states 30mA trip at the pedestals but I can't determine if that requires once the breaker is changed for all NEC to be implemented.

NEC 2017, article 555.3, requires all overcurrent devices that supply marinas to have the 30ma ground fault trip. For a new marina, this would certainly include breakers in distribution panels upstream of the branch panels that feed the pedestals. For a partial upgrade of an existing marina, the NEC will not have your answer. There may be a forum member located near your area who might be able to offer an opinion. Nevertheless, you will need to pass this question to the local AHJ.
