Expansion around conduit penetrating floor

I am the electrical engineer for a new construction two story building located in a suburb of Kansas City, Kansas. The city inspector told the contractor that anywhere a conduit penetrates the concrete floor he needs to install expansion material around the conduit to allow the conduit and floor to move independent of each other.

The city currently uses the 1999 NEC. The conduit is rigid non-metallic running horizontally under the floor and transitions to rigid metallic when it penetrates the floor. This is a slab on grade application.

Has anyone ever heard of applying expansion to the outside of conduit? If so, what section of the code would this fall under?
 
I think your inspector has expansion and protection mixed up. Where PVC and ridged conduit must be protected from physical damage I have never witnessed the use use of expansion materials. This could be a jurisdictional requirement. Someone will no more about this subject than I do. But I can tell you in 33 years of installing conduits this is the first I have heard.
