Ok. So the seal offs are only required when there is an arc producing device? Sorry, don't do a lot of classified location work.

Not only for arc producing devices in Class I Div 2, but also for boundary changes for one classification to another
Also note, Class I, Division 1 conduit/cable sealing applications are far more stringent.

Which makes an install interesting at times seeing as how there are very few fittings that are allowed between the seal and the penetration of the boundary.
