They had removed the old circuit breaker panel and installed the new smaller one in the open cavity. In the space above the new panel they ran the THHN conductors out of the panel through the wall about 5 inches and into a 4 inch plactic trough mounted on the wall above the panel that they used for a junction box. Wonders never cease.
