When statements are made about 7 feet for protection from physical damage, you should show us the code section for this statement. I know the area you work in may have a more restrictive local standard, you should also mention if that is so.
Take a good look at 334.10 and you will see that (1) specifically mention one- and two-family dwellings (occupancy specific), so does (2)
(3) specifically says other structures , which could be and, in a lot of locations around this country, is commercial type buildings.
334.10(A)(1) - which again is not occupancy type, but it is structure type.
or
Take a look at .12 and you will see occupancy type location specifically mentioned where it is not permitted to be installed, and I don't see where it mentions exposed in commercial locations.
