Got some E-Mail on this subject from Ideal Industries,as follows:

All of the connector we manufacture and sell are not classified as devices (switch outlets).The connectors that we manufacture do not form a "close fit" around the outer covering of the cable and they do not fully enclose the outer jacket of the cable.
The closest product that I can think of that might comply with this requirement would be a mechanical lug and heat shrink tubing that would form a close fit that the NEC is stating.
An Ideal product that seems to comply with this requirement is the 46-400.But the main use for this connector is a underground application so it might be overkill for this type of use...
