Can I splice and extend feed from meter socket to main panel per code? Or do I need to run a new SE cable ? I'm relocating panel in basement to a different wall

No reason not to splice in a suitable box, but check with your AHJ about local allowance for length of service conductor inside the house. If your added wire is all outside the house except where it enters the new panel you should be OK.
