Will extension cord follows article 400 rule same as flexible cord?
 
extension cord are not part of the premises wiring so IMO they are not covered by the NEC. they are part of utilization equipment.

According to the definition, they are premises wiring.

In part, it says, 'together with all their associated hardware, fittings and wiring devices, both permanently and temporarily installed.'

The definition of utilization equipment does not include conductors. Premises wiring goes all the way to whatever outlet is used, be it a receptacle on a wall or the receptacle on an extension cord.

The use of extension cords is discussed in the NEC. 240.5 (B) 3.

Edit to add: Or else we would be able to plug them into receptacles above a dropped ceiling and concealed by same.
